Clubs now live for OCE

Hi all, In the [6.5 patch notes](http://oce.leagueoflegends.com/en/news/game-updates/patch/patch-65-notes), we announced that clubs would be going live during the patch cycle. Well that time is here and clubs are now enabled for Oceania! > Access clubs by clicking the "Clubs" button, which replaced the "chat room" button in the social panel Cheers! Mindstar
