Lane or minion taxing is when the jungler takes some cs from lane as payment for his services. If you're not aware, the gold earned from jungling is lower than lanes. So if the jungler takes time out of his jungling to come to your lane, then collecting tax is necessary to make up for the lost potential income.
Some examples of taxable services:
Ganking which results in a kill or sends opponent back to base.
Holding your lane because you died or needed to recall.
Holding your lane because you decided to roam.
Some examples of services we don't tax:
Ganking which doesn't kill or send opponent back to base.
Giving you blue or red buff.
Warding around your lane.
