Bots still farming accounts?

Tried to play an ARAM just then and ended up with a team of 4 bot farming accounts... Ofcourse I dodged because why should I be forced to play with a team that does nothing but feed the entire game... They have been bot farming accounts like this for years and riot hasn't done anything to stop the problem?
