Bug Please Fix

if a person Disconnects before the 15 min mark and then you try to surrender the surrender vote comes up and only 4 people can vote (because someone disconnected) but when all four people say yes it doesn't surrender (because you need all 5 people to surrender but one is afk) is this a bug or what?
