@Riot, can people who disconnect and cause a /Remake please be banned from Ranked for the day.

Right now I get 5-10 minute queues. Plus draft. Plus load screen. Then 3 minutes until we can /Remake. Because some knob didn't check their ping before joining queue or because they're trying to play on some shitty laptop I've now wasted ~20 minutes.
