So what happened to certain no tolerance language escalating to either 14day suspension or perm ban?

in the past reporting someone for this kind of thing would make you receive a notification very quickly that a punishment has been dished out and op.gg would confirm this. now, reporting someone for the same thing and 5 days later they are still playing, as seen on op.gg. to make it clear, i don't actually care that they aren't suspended/banned. i actually think chat offences should always have chat restriction/muted punishment but im just curious. has riot officially changed their stance or is something just not working properly? just like the numerous other things not working correctly atm.
