Instant Report feedback proven to be a total fail!

Just reported a teammate for abusing everyone on our team and I was happy to see an instant feedback to say the report was successful and that he was guilty as charged. However the next game I queue into he is again on my team and instantly bans my chosen champion. So basically I see this as a failure. Reporting doesn't seem to be working at all. Why would Riot add that same player onto my team again?
