I got the exact same thing today, the email came from one of the official accounts listed here: https://support.riotgames.com/hc/en-us/articles/201751784 But I can still login and play like nothing happened. I've submitted a support ticket with the email attached, I suggest you do the same.

: If you flip a coin twice you could easily get heads twice even though it's an even 50% chance. The thing about randomness is that it's random. In the same way that some people will never see the same champion twice (statistically unlikely, but not impossible), the same is true for people who see the same champions a lot.

Ryze has never appeared in any of my games out of around 80, this is a champion that almost everyone owns. He is quite clearly weighted differently (if not just flat out disabled)

Less popular and/or more expensive champions will be owned by less people and visa versa. So in a sense yes, some champions are weighted more heavily than others, simply by what people own.

: Then it's pretty much just a skill you have to practice. The reason it happens is because you can use the portrait to target yourself, same as you can use your teammates'.
